Lack of enemy variety was my biggest issue with combat. I agree on the Saker clones, what's up with that? Otherwise I feel there's an adequate amount of fighting, especially if you're not fast traveling everywhere.
I'd have to say 3-4 years, leaning towards 4. Take the time to get the systems right and then a solid 10-12 months of polish and bug-fixing. That's what makes the difference between good games and great games.

I think there's just a set amount of models for the handles, blades, barrels etc. The Legendaries seem to have pre-set configurations (like Wolfsbane will always have a bone handle) where your Hero weapons randomly morph to them based on what you've done in the game and a bit of luck.
Yeah I restarted my game (was only as far as the dweller camp) because of the bone handle on my sword. I saved/restarted until I got what I wanted and now I rock a sword with the treasure hunter handle, wealthy blade (with the balverine crossguard) and a golden color due to my money-making...
