I'm sure it's not a cut scene, since it's a promo for the GameStop pre-order exclusive sword there. The voices might be by the real voice actors, I have no idea who they are really, or they're added for the promo. It's not a cut scene anyway. (For one, depending on what sex you are playing as, only one of the two characters, Elliot and Elise, in the video will be available in the game.)
