I had this too, I assumed it was a scar, but I had it on the other eye as well. No idea where it comes from.

It's got to be from being good or high will; I can't imagine what else would cause it. My character has it too.

What exactly are we talking about? Because I'm seeing a crazy beard-stache, a weird tattoo of some kind on the guys right eye and then what appears to be a blue Will line near/around his left eye.

Actually its from having high Willpower. My morality is maxed out and my magic is at level 3 and I can just barely see the same design on my face.

It's not a tattoo, my character has this on his face as well but he only has a leg and chest tattoo. It's got to be from good alignment or high will power.

I got it from being good. It's not willpower as mine is at it's lowest. Plus I only got it after the year had passed or when I got knocked down at the end(for the first ever in the game, flipping missed out on the acheivement). It's annoying as I miss the blue eyes and pattern.
