I was also wondering that, I believe it appears if you make a good decision, because I only noticed them, in bowerstone after I made old town better, and in westcliff after it was fixed up by Barnum

Saw my first in Bowerstone after coming back from the Spire. (before I went there I was 100% evil and during the quests in the spire I started to be good)
