Can you get them from the Bowerstone Market Bookstore? If they run out of stock, just rest for seven days for it to rejigger.

They're very rare, but they do appear in the book store in Bowerstone Market. As Arseface said, sleep for seven days until you find it.

Annoying to get, took me five hours of straight game play to find just one and after I got off, and got back on days later I ended up finding them all over the place. Just keep checking book stores and shelves.

There is also one burried under the Bower Bridge, take your dog there, he'll find it.
