Where can I get Chocolate Box?

I hear people talking about it and I have looked alot of places and cant find it. Can someone post a link to it or upload it somewhere? or is it old where I cant find it?

The chocolatebox we are referring to is a modding tool, not something in-game. Check the link, you may like it if you mod, it is a pretty neat tool.
