You can't get the Red Dragon yourself or are you trying to get it early or what? It's not impossible to get. It's actually fairly easy. I'm surprised at how many people ask for it. Oh well...

yeah it only took me 3-6 tries to get it.
here's a tip:

after the crucible barnum the photographer will ask you for 5,000 of your money to re-build westcliff.It'll be re-built by the time you get back from the spire quest.Then when you go back to westcliff it'll be new and barnum will give you your money back with interest!And the shooting range will have you shoot bandits instead of people.And there's a lot more bandits than people so it'll be much easier to do the shooting range and get the red dragon pistol!

another tip:try and get headshots +3.
