Have you all tried pressing start to go to the sanctuary? If you did, and it didn't work, I dunno what to do other than go to game management and revert to a manual save.

Are you using high def? If so, turn the TV off and back on, and see if it stops.

You can, and if you don't do that, get in a fight and get hit a couple of times. It'll pop up the food menu.

I don't think you can actually open that chest. It's kind of like saying look, I have enough money to fill a chest. I tried opening it when it was low, and it didn't open. It's for looks, y'know?

Go around and earn money other ways, like silver key chests, or buying and selling, etc. Also, 13k isn't that big of a fine, in Bowerstone Old Quarter I racked up 53,000 gold, and had to start a new file.
