Can't reach 100% evil?

I'm trying to reach 100% evil on my game in order to unlock an expression to gain the completionist achievement. I've been killing people for hours now and my evil meter has stopped at about 80% and I'm not becoming any more evil. I completed the game as 100% good and saved the Temple of Light earlier in the game. Could this be why I can't become more evil?

Try eating crunchy chicks and going on a rampage in Fairfax Gardens. And try to stay away from doing anything good like visiting your family - that gives you good points. You could have certain bonuses stopping you from being 100% evil. Check everything equipped and make sure you don't have the do-gooder bonus from sleeping in a certain bed. So you'll need to sleep elsewhere with a different bonus.
