if it is it would only be tradeable to someone who has "See the Future".

U get it in the see the future dlc after u complete it's main quests u can access the Colosseum and the ultimate prize is the royal scepter

I dont reckon it will be as when you think about it ... That would mean people who dont have see the future could still obtain it ....

Also any items you get in knothole isle are untradable

Not tradable.

Any item unique to any of the DLCs is not tradable.
