I'm not sure if you have a problem but I got my nation killed and they did start coming back for me, it didn't take me forever and I didn't sleep, try playing the lute a few times in different places lol, I did that and some people started showing up pretty quick, odd but who knows.

Yes the villagers will come back to answer your question lol, try playing the lute, maybe a couple will turn up next to you, this happened to me, but some of the people depending on some choices will hate you forever pretty much, not sure if it's related to the death toll or me not rebuildling...
