The PC will only recognize that much space because in order to be used on the Xbox the memory has to formatted; meaning only the Xbox will be able to use the memory. Official Xbox USB Flash Drives come pre-formatted; they can be used for no other purpose.

The 360 can read normal flash drives (pictures, videos, ect) with no problem. If you want to use that flash drive for Xbox purposes (game saves, profiles, ect) it must be formatted. However, the entire USB drive does not need to be formatted. You can choose to split it down the middle (8gb dedicated to the Xbox, 8gb dedicated to media) or any ratio.

Erm, not sure if this will work or not, but can't you just format it on your computer for your own personal use?
