An Ancient Key Quest (cannot do it)

I have 28 of the rare books, but I can't get the one that you get from doing An Ancient Key Quest. I don't know if it's because I started the books quest and Saul is now occupied or what... I'm stuck!

When I go into the room where he should be, there's just the note to Saul.
I've run through the reliquary 7 times... and the quest has not popped up. I've beaten the game and everything... I don't know what to do!

Yea I might know how to help you. Have you done a quest called "Special Delivery"?

"An Ancient Key" is part of a "chain" quest line where you must complete "A Special Delivery" first. This quest is started in the Dweller Camp and involved taking a package to Saul. A few days later Saul will give you a key to a door in the Reliquary and ask you to escort him there (An Ancient Key) This unlocks "An Evil Presence" but only after you have met Page in the sewers (which you've done if you beat the main story line)
