I have to kill Martin the ship captain, but he doesn't seem to want to die. What's going on?

Im assuming you have enough sence to turn the safety off. Iv never had this problem befor, but you could try leaving the area and comeing back. if that doesnt work mabey you could wait a while and the quest will just go away, but Im not sure this works on quests youve already accepted. if you can get him to follow you take him somewhere with enemies that will kill him for you. also make sure the job is your active quest and the gold line is pointing to him. hope this helps.

I did turn the safety off. It's odd, I've never had this problem either. Tried leaving the area and went back. The dust trail is on him, so the quest is active. I'll try and get him to follow me, and if that doesn't work I just won't do the quest.

why not just shoot him right there? and rune away from the law that comes after you/pay a fine?

I'm having an issue with an assassination contract. I've killed the same thug in westcliff 8 times with no end to the job yet. It doesn't recognize that I killed the mark. He's the only one in westcliff with that name. BTW I have not goneto the spire yet, maybe I should just go and worry about it after?

Try and get him to leave the area, the area change might deactive his "captain job" and make him killable.
