Aurora docks question!

Ok, i kept my promise to Aurora and the docks are just two plain walkways like they have always been, they don't change. Can someone please tell me what i'm doing wrong? Also i can't get the gnome thats there because of that. Help!

the gnome is between two buildings. you don't need to be on the docks to spot him
