I havn't had this problem. Have you tried shutting off your xbox(or computer?) and cleaning the disk then restarting?
Edit. Actually you have probably tried this. Really I can't think of anything that would solve this problem besides getting a new disk.

Computer or Xbox? And is the disc real scratched up or anything? Really something like this their most likely is no immediate cure. Their should be no reason for the game doing something like this unless its got a glitch or if its just fawked.

Xbox, and the disc isn't too terribly scratched, nothing major. And, if it was something up with the disc, why would the little cogs still keep spinning and the tips continue to change? It's not like this is my first time trying to go to Bloodstone, I've been there before.

Well thats why im saying it is a glitch. You say no matter how long you wait it still loads right? Its probably trying to load a piece or aspect of the town but it is unable too so its not making the town appear and dropping your character there.

Im not for sure. I get a perma-load on games sometimes but usually they either load eventually or when I restart the console and it works. I have had times where it will never load no matter what I do. Perhaps you should try to load bloodstone a couple more times, re-load the game, restart the xbox, maybe even make a new character to see what you can do. But if these things don't work then the answer is yes you are basically screwed and will need a new disc should you wish to continue your fable 2 adventure.
If you have a receipt you could just return the game. If you don't you can always just give it to gamestop and act like it works then buy a new copy.
