Blue Shining Body

How do I get the marks on my body that are shiny blue? I want to get it cause it looks so cool and ah, I like blue ^^. So please tell me and thank ya!

Full spells, full mana.

Excessive use of spells would help too.

EDIT - And by excessive, I mean more Will experience than Strength or Skill.
