You can't "burn a town to the ground" litterally, but you can destroy a towns economy, which based on my explorations begins to wreck havoc on a towns appearnce, though I can not be 100% sure that the changes I am seeing in my worlds Bowerstone Market are from the age of the city rather than the failing economy. Im a currently as of earlier tonight testing the issue by taking Bloodstone and Bowerstone to a 1 star econonmy and moving Oakfield to a 5 star economy, i'll determine if it visually affects a town like PM said.
*Also, in one case you can ruin a town completely, halting its expansion, ruining its fields, changing its weather and flora, and all but turning it into a dusty failure, and in other cases you can keep certine locations from prospering so they remain a dusty cabin with broken windows instead of building into a large farming community.
You cant walk into Bowerstone and burn it to the ground, unfortuantly.
*These are choices, like the game implies, not exact quest endings. Your world based on your actions may never see certine things happen.
