Can anyone help me?

Hi. I been trying to get the Howler achievement but for some reason I can't. I was wondering if someone could tell me what I was/am doing wrong or let me watch them do it and possibly get the Completionist achievement without me getting all my abilities up of the Dealist since i have no clue how to do a chain attack. Please and thank you.

for the howler, put on the costume and just use a will attack in a crowd of people while safety is on.

I tried scaring them using expressions and that didn't work so I will try the will thanks
