Can't gain access to Reliquary Gold Key Door

Okay, I'm trying to get to the last Gold key door in my second save. It's in the Reliquary, but I need to get that staircase that leads down to it first. First I have no idea how I started the staircase that leads down there. I think it had something to do with flit switches but I have no idea where they were. But I have another problem, I don't have either the "Special Delivery" quest or the "Ancient Key" quest. I didn't have this problem in the first game because I completed every quest available at the time. Any help or advice would be helpful. If I had just done those quests early on I'm sure this wouldn't have happened.

Hmmm, may have just answered my own question. I somehow just got the Special Delivery quest. All I've recently done was the Missing Child quest and the Chicken Chaser quest. Strange.

There's a Flit switch puzzle when/after you finish that Ancient Key quest Saul gives you after Special Delivery quest. You will go to a door, unlock it and look around the room with bookshelves. There's a range flit switch somewhere above, hit it then just follow it.
