Children and clothes

I am confused as to how to change my children's clothes. I had a child with my wife and our child came out looking like one the farmer children in Oakfield. My question is if I raise the allowance in my house, will my child's clothes change? What should I make my allowance in order for my children to look nice (like the ones in Bowerstone Market)?

it is not random,it is conditioned by how high is the allowance,how wealthy you are and how wealthy your spouse is before the child is born.
