I cant seem to get this side job done. I have found a guy with a monocle and brought him back to the job site but i cant actually complete this job!!

Have you done civilian displacement before? You need to find someone with a monocle (lots of upper middle class men in Bowerstone have one) and then take him to the camp location listed on the card you got from Mickey. Then you have to return to Mickey to get paid. I'm not sure what you mean by job site...
