It should be there at all times as it is a Main Quest.

if you mean AFTER youve done it the first time then yeah, but like anthony said if its your firdt time then its open all times so its open all times basicly

It's possible, although unnecesary. It actually makes it a bit harder since the camera is all out of wack.
