You can donate money or items to any villager and you will be good in no time.
The dreadlocks can be bought in Bloodstone ^_^

Yeah just got do good things, donate some money. Also temple of light. Screw the dreadlocks go for the mohawk

go to boerstone market on the bridge, usualy theres a beggar, give him 200grand and you'll be full good, or danm close

-edit- I'd also like to note giving money to beggars gives more good then donating to temple of light
