Yes it is and btw the shot is flipped and someone on the Lionhead Forums Clarrified it was the actual fable 2 Map
Take a look at the monitor closest to the computer (not the one with the map). Looks like he's running Windows XP. But there's something peculiar about it. And while your first guess might be the right-aligned text, there are some circumstances in which right-aligned text is used. So this is hardly proof. There is one final clue that proves without a doubt that the image is flipped. Click on the following link to see if you can spot it.

Did you see it? The "X" you use to exit a window or program is on the wrong side of the screen. Instead of the upper right of his windows they're in the upper left. This was the dead give away and proves that the shot is actually flipped. And let's not even mention the keyboads, heh heh. This is how the image looks originally.

So now we can see that the map is indeed flipped. Here's what the map is now supposed to look like.

Notice anything interesting? Look again.

Looks like some text, doesn't it? In fact, one might go so far as to say it says "Albion". And that was the final clue I needed.
As it turns out my initial placement of the banner was incorrect. Now I'm 99% certain I have the correct spot. Due to the angle that the monitor was placed when Sam was recording I had to stretch the banner slightly to make it fit, but it clearly goes in the spot you're about to see. Here's the original map proportionate to the size of the banner:

Now here's the map with the banner placed in the location it fits on the map. Notice the tops and bottoms, and how they match perfectly with the different lakes and rivers.

Still have doubts? I went ahead and cut the water out of the map on the monitor, and then cut the water out of the map on the banner. When you're left with just the land masses, and you put the two next to each other, the similarities are quite obvious.

I think we can now say with certainty that this is the true location of the banner on the map. Looks like Fable 2 is, as Lionhead has said, going to be much larger.
