Well if you break the law, then you have to be stopped by the law enforcement, regardless of whos brother you are. Although in modern england, the queen cannot be arrested, and can break any law she wants, so if the game is like that when you are king/queen, then it would be the 2nd part that is bad, without the challenge of guards.

the queen has immunity from prosecution only as a formality. it's like her ability to declare war - if she ever used it (or abused it), parliament would take it away from her, like she was a kid misbehaving with her toys.

It IS balanced, you can be Good and raise a Kingdom, or be Evil and build an Empire through Fear.

You're describing chaotic or neutral evil. (to use well known DnD terms).

A Lawful evil character would keep promises and gather followers through persaution, rather than fear.

Not all of us evil folk want power. Of course, even if we did, there's a varying degree of power that we may want. I can tell you now, I wouldn't care to rule an entire world. That's too much work and too much to keep an eye on.

I wouldn't say that. Those promises may actually benefit the evil person.

That's true but we could also do it through the other way and then immediately switch over.

I know what all you guys mean though, like how Lawful Evil or however that crap works, I know. Besides, I only like Evil for the look, and the classes in most games (Necro, Deathknight), I could never put myself into killing someone. Especially an innocent one.
