If you mean the bard titles, for example, then that is just for those invited by the staff here to become part of the team and contribute certain things.
And if you mean the green pips, well that's the rep system and if you are helpful and productive, people may decide to reward you by giving you positive reputation which you can check out in your user cp. This is not mandatory though and not everyone receives rep despite their best efforts.
Having said all this, I'm probably still not answering your question at all :lol:

However there are Staff such as Guild Master, Town Guard and Bards who don't need posts, they are picked by the Admins. I hope I helped.
