Getting that upgrade to Westcliff.

Is there any way to get the upgrade to westcliff if you DIDN'T do the barnum quest before leaving to the spire? I've finished the game, and my westcliff is still a dump. :'(

I have three different characters, but my first/main/favorite is the one with the lame town. I guess it will just be his one little imperfection.
