i think you get one in the gargoyal trove once you found all 50. thats the only one i know of. good luck finding one.

Bloodstone has them I think. That's where I got mine.

Bowerlake gypsy camp has a stonecutter
bloodstone has one behind blacksmiths - best one
or bowerstone market has one
and ... theres a new one in knothole island

if the ghoul augment is not there just sleep for a few weeks untill the shop keepers get new stock
