In very few countries, if you attempt to kill yourself and survive, then you'll be punished accordingly. Charged with manslaughter, disturbance of the peace, etc.

No. Just no. "If" is a conditional statement while whether is not.

"Tell me if the burger is good." In case that the burger is good, tell. In case that the burger is not good, do not say anything.
"Tell me if or not the burger is good." Tell the state of the burger, irrelevant to its condition (fall either under "good" or "everything else".)
"Tell me whether the burger is good." Tell the state of the burger, irrelevant to its condition.
