The button next to someone's post allows you to give them rep for whatever reason you decide.

As you build up points you get extra pips

As far as I can tell these are the rankings
Pips on the left, rep on the right

1. 0-99
2. 100-199
3. 200-299
4. 300-399
5. 400-499
6. 500-699
7. 700-899
8. 900-1099
9. 1100-1299
10. 1300-1499
11. 1500+

An admin can confirm/deny/correct this. Hope that helps
