Just get TLC it has all the exta stuff and its cheap

In the long run it is better value to get TLC as it has more game play time.
In T:C, you get more legendary weapons and armour (well one set). There is also a complete new area to be explored, though it does not play until later in the game. There is also a couple of addition silver quests and some extra bonus bronze side quests to keep you entertained.

The main storyline is the same until the point where TLC kicks in obviously.
