there should be a chest near the bandit camp that has one. I'm not sure as to any of the shops selling one.

Try the tailor in Bowerstone Market. (Head towards Old Town, turn left.) Also try the other tailor, heading towards Fairfax on the right. Im sure I saw it in one of these two stores.
