It is the coat that Garth wears. The only way to get it is if you have Fable 2 Pub Games (which I don't have ). The coat isn't rare if you have pub game but is if your without.

Can you still be given it even if you dont have pub games? Cuz that coat looks cool.

Yeah if someone gives it to you, trades it to you or you buy it from them. I'm willing to give 40 million or more as well as items for it
