You can get the highwayman outfit from various traders. I was lucky and managed to find one in Brightwood with everything I needed.

Go to the crucible, when in the tournament on the third stage you should see a trader who will sell you all sorts of highwayman or bandit stuff. At least he did for me.

Almost every piece of clothing *can* be sold at clothing stores in Bowerstone or Bloodstone, some of it just shows up more rarely then others.

If your determined to find a particular piece, including Highwayman and Explorer stuff, just keep checking the stores and then sleeping for a day (or seven) so they restock.
