you can get the entire outfit from merchants, look for traveling ones, and i know westclif has some.

by entire outfit did that include upper body because a few people have said that there is no such thing.

go into the crucible the trader sells highwayman and bandit stuff

Go to westcliff, bowerlake or brightwood (I think it's called brightwood anyway - brightsomething)
pause the game and look at your map, the traveling traders are marked - just scroll down to have a look at the legend.

You can find the full highwayman outfit inbetween levels of the crucible if you haven't finished it, otherwise perhaps a clothes store by the crucible? and yes, there is a coat and legs for highwayman.
