When your low on cash just do the blacksmith job.
And when you have enough money from that buy as many houses as you can and if you're corrupt raise the rent to either 60% or 100%, but if you're pure then lower it to either 60% or 100%.

I'm just making a suggestion.
He dosen't have to do it if he dosen't want to.
It's not like i'm forcing him to do it by beating him over the head or controlling his mind.
