How can I get to the bowerstone cellar?

The Bowerstone tavern cellar,I mean.

TLC.

Could someone tell me how to get in? But not whats in there.

there's a statue at lookout point... if you pay attention, sometimes it points at different places...
when it "appears to be pointing towards Bowerstone", head to the cellar and it should be open...
