How come I can't buy the Brightwood farm???

I wanna buy Giles' farm to get the legendary weapon, but I can't find him! Or do you even need him to buy it? Someone please help

also how come on top of Garth's Tower (for the Daichi weapon) there's something blocked in the way of the ledge??? It's blocking where i should jump through, how do you take it out???

I completed a quest for him to find his son a "suitable" date. Then he moved out and I was able to buy the home I believe.

Can anyone tell me when this quest becomes available. Because I've yet to see Gile's and I have visited his farm many times.
