I dont have xbox live, can i still obtain all weapons.

I dont have xbox live but i want all the weapons. If i start a new game can i transfer them to another save?

you can always try, if you have 2 controllers you should theoretically be able to trade things locally between the two saves.

i don't think you can load a second save from the same gamertag, but if you have (or create) another gamertag on your system, you can trade to that one, and then from that one to your new character

Aye indeed you can i have 32 of the weapons needed for the achievement but cant find the others cause i cant find gold keys and in one or two of the silver key chests theres legendary weapons but weapons generate randomly on each newgame and if you have a second controller you can sign in to another profile and trade what you want with that profile then when you have traded load up the game you want to use while player two is still logged on he or she will load up in that new file and you will be able to give the weapons you want to that hero hope this helps
