go to bowerstone market through bower lake, and take a right before the bridge

Some traders also carry them, but the chances of randomly encountering a tools trader, or another one with a spade, are not that good. Like they said, your best bet is the general store in Bowerstone Market. Just hand right as soon as you enter the Market from Bower Lake and it's over that way. The sorta open barnlike place.
