Litarary Troubles

I've found 28 of the 30 books, and the only one missing is Famous Killers: Carl Tendency, and the Book of Doom. I know you need to complete the chain of quests from Special Delivery to An Ancient Key for Carl, but neither of those appears in my quest list and the door remains locked. It's looking like it's a very unfortunate bug. Has this happened to anyone else, and does anyone know how to fix it? Saul is no longer in the library either.

Also, it can take some time for the quests concerning Saul to appear at all - took AGES for it to appear for me but I just did other quests until it showed up.
