According to Microsoft gaming insider Pete Dodd, Microsoft plans to unlock the GPU so that 10 per cent currently locked for the Kinect will be lowered to 2 per cent, freeing up 8 per cent for use by developers. At the moment 8 per cent of the GPU is dedicated to video and 2 per cent to voice processing for the Kinect. The 8 per cent should be enough to make significant improvements to games at the developmental stage. It should also require only a patch update.

Currently Sonys PS4 has had an easier ride of getting more titles running at 60FPS as its unified memory approach is seen to be easier for some developers to work with at the moment. The Xbox One's SRAM could be proving difficult to utilise for some, but this is something that will be overcome as developers improve game creation techniques as they become more familiar with the console and its development tools.

There is also talk of Microsoft being able to let developers use a further 10% boost by showing them previously 'hidden' development techniques to boost performance.

Anything past 70FPS is no longer perceptible to the human eye. So running at 60 FPS is near perfect I say.

Actually, I won't dispute scientific facts, but most games that claim to run at 60 FPS in reality run at 50, 55 and at best 59, 60 and can drop all the way to 30 or 40 depending on the game, engine and hardware. The idea behind it is to ensure that the game constantly runs between 60 FPS and 70 FPS or 59 to 60 FPS so it stays smooth in a constant manner instead of dropping noticeably.

Id rather have a consistent frame rate than one that fluctuates between 30 and 60FPS. As developers get used to resource allocation, dev kits and techniques for the new consoles more and more will be 60FPS and 1080p. Currently a lot of them are needing to be patched to be brought up to that and beforehand are locked at lower res and FPS for stability.

Which is why consoles suck compared to PC's.
