Need help with local/couch co-op

I've tried looking everywhere online for answers, but mostly I'm only finding reviews or people asking if Fable 3 will have co-op. I need help with signing in for local co-op. My xbox has two profiles on it, but I don't have xbox live gold. When a new hero was created I had the option of having a second hero join while choosing the gender of the hero, but anything beyond that I can't get it to work. The partnership area says that nobody is online even when it is signed in with a second controller, and anything else in the xbox live area of the sanctuary says "This feature is not yet available. Please try again later."

It's rather frustrating not being able to play co-op, especially when I've already tried it and had a lot of fun with it. Is gold needed for a couch co-op? Because that just seems silly and defeats the point of "local." Will I have to create a new character each time I have a co-op craving? Because that's just horribly inconvenient.

make sure both your profiles are signed in then whilst playing press start on your second controller, your second profiles character should just appear (you might get asked to choose a storage location)
