500 years is nowhere near enough time for a climate to change that dramatically. And for it to change in only one city out of the whole of Albion doesn't make much sense.
I'm pretty sure those are shots of a new town/city. And a gorgeous one, at that.

Fable I didn't have different seasons - Fable II does, so in the Summer time it might not be so.. snowy... in Hook Coast.
