No Video Will Buffer

Over the past few days, no video, whether it be youtube, megavideo, veoh or whatever, buffers. It will buffer about.. 2% of the bar and then just stop.

I've emptied my cache, cleared history, installed all updates but it hasn't made a difference. Any suggestions?

Tried re-installing Flash? Or re-installing your web browser?

I haven't tried either, but there was an update for my Flash (IE) and whenever I try to install it, it says that there is a program open that is using Flash and I have to close it and try again, even if there is nothing else open.

Did you download the install or try to run it from the browser? If you have downloaded it (which you should) then make sure there are no IE processes running in the background when you try and install it (check processes tab).
