Oblivion Fighters Guild Help?

I was playing Oblivion lately, and I'm starting to do the fighters guild questline. I'm looking for the anvil leader and I know where he is. I searched through the whole guild and couldn't find him, I even skipped a few days and searched but still nothing. O__O?

Really? Hmm.. Did you go UP UP stairs? to his headquarters part? Try make another quest your main quest and then change it back? might locate him then.. Im sure in Anvil its a Redguard (Black guy) wearing a Steel cuirass, If i remember correctly..

He is sometimes downstairs, smashing a dummy. But yeah, most of the time he is at the top floor.

^No I know both of that already since I completed the fighters guild questline on my previous character, but I mean I checked everywhere including his headquarters. Which I took the time to mess up his office for not being there >:[. This started happening after I re-downloaded, mehrunes razor DLC.

That's weird... He good be sleeping in his bed at times? Why not leave Anvil and come back? That worked with me when I was looking for someone in an inn.
