Like I said in chat when you originally asked - there is no such thing as a "Summon Bear Scroll".

You can only learn the spell from a tome, which you can only get by downloading the "Spell Tomes" Plug-In.

Are you playing on the PC?

Once the plug-in is installed, spell tomes have a chance of randomly being found in most loot chests.

Tomes randomly appear in chests where spells would usually be found.

They are rare, so if you are playing on XBox tough luck.

There is only one guaranteed place to find a spell tome. The plug-in adds a single non-respawning Conjurer, initially located outside Fort Cedrian, who is carrying a single spell tome. This conjurer will try to find you, so even if you never go to Fort Cedrian it is possible he will show up at some point when you are outdoors.
