I was looking at the screen shots. I think the difference is due to the gaussian blur that been added the rim of the shot to give it more of a focal point. Games blur for various reasons, mostly to imply detail when it's not actually there. Fable blurs more for effect rather than lack of detail, especially during magic use (stopping time) and when things are suppose to be over exposed (fireballs exploding). Otherwise It's not cell shaded as much as just the way the ambient light is bouncing off the troll. If you look closely there's still a subtle gradient that leads from light to shadow as opposed to cell shading where there would be almost a line there distinguishing the two. Trust me when I say that if it were going to be cel shaded PM isn't one for subtlety. =) Hope this helped.
