to do it simply
1
pen up fable explorer
2:go down to hero stats (ya still with me?)
3:go down to the 2 categories under renown needed per level( open them both)
4: the top number in each is the amount of possible followers at unknown status and the bottom is the potential followers for legendary status
5: change them how you like
note: no one will follow you at unknown status no matter what you changed it to you have to be at least unsung to get follower
